SINGAPORE’S DIPLOMATIC STRATEGY IN RESPONSE TO MALAYSIA REGARDING THE PEDRA BRANCA DISPUTE, 1980-2008

Abstract

The publication of Malaysia’s new map in 1979 sparked a territorial dispute between the governments of Singapore and Malaysia over sovereignty concerning a maritime feature known as Pedra Branca. Since the onset of the dispute, both governments have employed various diplomatic strategies to reinforce their respective claims over the maritime feature. The increasing physical measures undertaken by both countries in the waters surrounding Pedra Branca created a tense situation with the potential to escalate the territorial dispute into a military confrontation. To manage these challenges, both governments utilized diplomatic notes as a channel for expressing their views and positions regarding the sovereignty dispute. This article examines Singapore’s response towards Malaysia during the Pedra Branca dispute from 1980 to 1992. Since the beginning of the dispute, Singapore consistently submitted diplomatic notes to assert its claim to Pedra Branca, which it had administered through the Horsburgh Lighthouse since the 1850s. Employing a historical research methodology, this article analyses primary sources, including ICJ reports and diplomatic notes issued by the Ministries of Foreign Affairs and the High Commissions of both Malaysia and Singapore from 1980 to 2008. The findings reveal that Singapore implemented a combination of physical and diplomatic strategies to maintain its claim over Pedra Branca while managing tensions with Malaysia. This article contributes to the understanding of diplomacy and small-state strategy by demonstrating how Singapore utilized diplomatic notes as a sustained legal-diplomatic instrument to assert its position, manage escalation, and pursue a peaceful resolution of a long-standing territorial dispute without resorting to military force.
