Bagi sesetengah orang, bidang pentadbiran dan bidang pengurusan merupakan satu bidang yang sama walaupun pada hakikatnya konsep kedua-dua bidang itu adalah berbeza. Kekeliruan ini sebenarnya lahir ekoran daripada kekaburan tentang konsep sebenar bidang-bidang berkenaan. Keadaan ini menyebabkan di dalam beberapa keadaan tertentu, perkataan-perkataan ‘pentadbiran’ dan ‘pengurusan’ telah digunakan secara bersilih ganti (interchangeably). Kertas ini cuba menjelaskan dari segi konseptual asal usul bidang-bidang berkenaan supaya dapat menghuraikan kekaburan yang timbul, dan memberi pemahaman tentang kedudukan dan hubungan di antara kedua-dua bidang tersebut. Dengan mengambil konteks pentadbiran awam sebagai subjek kajian, kertas ini mengutarakan satu kerangka konseptual untuk menjelaskan secara operasional konsep-konsep pentadbiran dan pengurusan itu.
